Policy Statement 

Merseyside SEND Support Network is committed to safeguarding and promoting the welfare of all children, young people, and vulnerable adults we work with. We aim to create a safe and welcoming environment where everyone is respected and supported. 

Our safeguarding policy applies to all staff, volunteers, trustees, and anyone working on behalf of the organisation. We believe that safeguarding is everyone’s responsibility. 

 Purpose of This Policy 

The purpose of this policy is to: 

  • Protect children, young people, and vulnerable adults who engage with our services. 
  • Provide staff and volunteers with guidance on how to safeguard individuals. 
  • Ensure effective and consistent responses to safeguarding concerns.
  • Scope.

This policy covers all activities provided by Merseyside SEND Support Network including: 

  • Advocacy support for Education, Health and Care Plans (EHCPs), social care, and medical issues. 
  • Parent/carer coffee mornings and support sessions. 
  • Any other engagement where children, young people, and vulnerable adults are involved. 

 Definitions 

  • Safeguarding means protecting an individual’s right to live in safety, free from abuse and neglect. 
  •  Child refers to anyone under the age of 18. 
  •  Vulnerable adult is someone aged 18 or over who may need community care services and is at risk of harm or unable to protect themselves. 

Legal Framework 

This policy is underpinned by key legislation and guidance, including: 

  • Children Act 1989 and 2004 
  • Working Together to Safeguard Children 2018
  • Keeping Children Safe in Education 2023 
  • The Care Act 2014 
  • GDPR and the Data Protection Act 2018

Responsible for overseeing safeguarding and child protection issues within the organisation.

All staff and volunteers must: 

  • Complete safeguarding training. 
  • Understand and comply with this policy. 
  • Report concerns promptly to the DSL. 

Recognising Abuse

Abuse may include: 

  • Physical abuse 
  • Emotional abuse 
  • Sexual abuse 
  • Neglect 
  • Financial abuse (for vulnerable adults) 
  • Discriminatory or organisational abuse 

 

All staff and volunteers should be alert to signs of abuse, such as unexplained injuries, changes in behaviour, or disclosure of harm. 

Reporting a Concern 

  • If you are worried about a child or vulnerable adult: 
  • Immediately inform the DSL (or Deputy DSL if DSL is unavailable). 
  • Record your concerns clearly, including dates, times, and relevant facts. 
  • Do not investigate or confront any alleged abuser.
  • In an emergency or if someone is in immediate danger, call 999. 

 

Confidentiality 

Information relating to safeguarding will only be shared on a need-to-know basis. All records will be kept securely and in compliance with data protection law. 

Safer Recruitment 

We ensure all staff and volunteers undergo appropriate vetting, including enhanced DBS checks where required. References and employment history will be checked. 

Training 

We aim for all staff and volunteers to receive safeguarding training on induction and regular updates thereafter. 

Policy Review

This policy will be reviewed annually or sooner if there are changes in legislation or significant safeguarding concerns.
